Fixed chat/speech bubbles showing up for props on Prophunt

The MVM server will now automatically force sound file downloads
Front Line Fudge
Fix for this was put in place a little while ago; forgot to report it.

In cases where a map may feature a mission with sound files (think Memes VS Machines) the sound file will get added to the downloads list for that particular map.
Fixed the FOV plugin not correcting custom FOV's when jumping through a teleporter multiple times

Fixed a TF2 bug where...rarely...you could glitch your sniper scope while teleporting
